Panaji : Policenama Online – Leader of the Opposition in the Goa Assembly Chandrakant Kavlekar, here on Tuesday, alleged that some departments wilfully delay replies to critical questions raised in the Assembly, depriving the Opposition opportunity to take on the treasury benches.

“Sometimes, we would get the reply just minutes before a question is raised. Some departments are doing it on purpose, to avoid attacks from the Opposition,” Kavlekar said addressing the media after the Congress legislative party meeting at the Assembly complex.

“During the business advisory committee meeting, we will request the Chief Minister for submission of replies 48 hours before a particular question is called by the Speaker,” Kavlekar said.

Kavlekar also dismissed reports of some Congress MLAs likely to join the Bharatiya Janata Party (BJP) in the coming days. “We are together and firm as a unit. We will have to find out the people who are circulating such rumours,” Kavlekar said.

In the past two years, three MLAs have quit the Congress.

Kolkata : Policenama Online – Indicating that she would skip the meeting of presidents of all political parties convened by Prime Minister Narendra Modi in New Delhi on Wednesday, West Bengal Chief Minister Mamata Banerjee on Tuesday wrote to the Centre saying it should not go about “hurriedly” on a “sensitive and serious subject” like “one country and one election”.

In a letter to Union Parliamentary Affair Minister Pralhad Joshi, who formally invited her to the meeting, Banerjee demanded that a white paper be circulated among all the political parties giving them “adequate time” to give their views on “one country and one election”.

Banerjee also opposed development of “Aspirational Districts”, arguing it would not conform to the objective of achieving a balanced and uniform development of all the districts.

Bhopal : Policenama Online – The Congress government in Madhya Pradesh appears set to order an investigation into the alleged snooping of politicians, bureaucrats and other officials during the erstwhile Shivraj Singh Chauhan government.

Rajya Sabha MP Vivek Tankha has written to Chief Minister Kamal Nath, claiming that a probe ordered into the case by the Supreme Court, has been pending for four years.

The case came to light in 2014 after Prashant Pandey, a former IT consultant with the Madhya Pradesh Police, filed a plea in the Supreme Court alleging that a special branch of the state police had tapped phones of thousands of politicians, bureaucrats and specific people between 2009 and 2014.

The apex court issued notices to the state and Central governments as well as American company Spandan-IT pulse, which allegedly helped tap the phones and provided their call details to the police.
The court also ordered an investigation into the case, but four years on the probe is still pending.

“The phone tapping went on for four years in violation of the privacy norms and the Supreme Court order that the Home Secretary’s permission must be sought before tapping a phone. It’s a matter related to the state police and so the state government has the right to investigate it,” Tankha told IANS.

Pandey, who is also the whistleblower of the Vyapam recruitment scam, told IANS that the government stopped tapping the phones soon after he moved the Supreme Court.

“First, in violation of rules, the Madhya Pradesh Police shared mobile numbers and other important details of people with US-based firm Spandan-IT Pulse. On the basis of these details, Spandan-IT Pulse then developed an illegal online software and used it to tap the phone calls of these people and give details to the police,” he said.

BJP spokesman Deepwar Vijayvargiya said: “The Congress has been in power for six months now, but could not fulfill any of the promises it made. So it is trying to distract the public with these accusations. Investigate, if it is in public interest. The government must pay attention to public interest, but it is not doing so.”

New Delhi : Policenama Online – The Congress on Tuesday responded to Prime Minister Narendra Modi’s advice to the Opposition, saying his words were most of the time not implemented by his own party leaders.

Stressing on the importance of an active opposition in democracy, Modi on Monday told them not to bother about their numbers and instead actively take part in the Lok Sabha’s proceedings.

Before taking oath as a member on the first day of the 17th Lok Sabha, Modi said the role of an “opposition and an active opposition is important in a parliamentary democracy”.

On Tuesday when former Prime Minister Manmohan Singh and Congress chief Rahul Gandhi along with a host of senior party leaders met at UPA chairperson Sonia Gandhi’s residence to discuss the party’s strategy in Parliament during the Budget Session, Adhir Ranjan Chaudhary said: “If the Prime Minister’s message is delivered to his ministers or juniors then it will be beneficial for all.

“What Prime Minister is preaching is most of the time not being implemented by their party leaders.”
The Congress meeting was the first one ahead of the crucial session and was attended also by Anand Sharma, Ghulam Nabi Azad, P. Chidambaram, Jairam Ramesh, K. Suresh and Chaudhary.

As the leaders were expected to discuss the party’s stand on issues like ‘one nation, one election’, and triple talaq besides its Leader in the lower House, Chaudhary told the media: “Azadji briefed the party leaders in context to what Prime Minister (Narendra Modi) has said and that has been conveyed to our CPP leader.”

He said Sonia Gandhi was apprised about the issues. Asked if the leader of Congress in Lok Sabha was discussed at the meeting, Chaudhary said, “No, Leader of Congress was not discussed.”

To a question if the issues like one nation, one election, triple talaq was discussed, he said it will be dealt when it comes up in Parliament.

On meeting with opposition leaders, he said, “Certainly… we have good relations with them so we will talk with them.”

Speaking about Modi’s remarks over numbers in the lower House, Chaudhary said, “It is the core essence of democracy. Democracy is not determined by numbers, it is determined by opinions, discussions.”

He also said that the issue of the Leader of Congress in the House is important and Sonia Gandhi, who was made the Congress Parliamentary Party leader for the second time, has also been given the task to select the leader of Congress in the Lok Sabha.

General Secretary Priyanka Gandhi Vadra though reached her mother’s residence just minutes after the key meeting ended.

Congress is the largest party in opposition, although it fell short of majority by two seats to get Leader of the Opposition post in the Lok Sabha.

The source said that as the Congress is biggest opposition in Lok Sabha big responsibility lies on the party to play a key role to provide a strong opposition on the floor of the House.

On Monday, senior Congress leader and Rajya Sabha MP Anand Sharma had given a sense of party’s line the government should end the ordinance culture and respect parliamentary process, important bills should be sent to Parliamentary Committees and then discussed in the house too, before being passed as laws.

Lucknow : Policenama Online – Bahujan Samaj Party President Mayawati has slammed the Yogi Adityanath government in Uttar Pradesh for proposing a hike in power tariff.

Mayawati said that the proposed hike would have the biggest impact on families living below the poverty line (BPL).

“The BJP is turning its ‘Saubhagya’ scheme (free power connections to BPL families) into a ‘Durbhagya’ Scheme. The party has just won the elections and is now targeting those who voted it back to power,” she said.

Mayawati said that the BJP government had ensured its success in elections by giving free power connections to BPL families but the proposed increase in power tariffs will hurt this class the most.

The BSP president said that the law and order situation in Uttar Pradesh has hit rock bottom and crime against women has touched an all-time high.

“Instead of focusing on crime control, the Yogi government is preparing to add to the burden of the common man,” she pointed out.

The UP Power Corporation Limited (UPPCL) proposal for an increase in power tariffs, if implemented will mean a 53 per cent increase in power rates for the BPL consumers, 23 per cent increase for domestic consumers and a 25 per cent increase for agricultural consumers.

The UP Power Consumer Council has also stated that after the proposed hike in power tariff, the income of the UPPCL will rise substantially.

“The total revenue of the UPPCL at present is Rs 58,403 crore and after the hike, this will rise to Rs 65,923 crore, which implies an increase of Rs 7,520 crore,” Council chairman Avadesh Varma said.

The Council said that domestic consumers will contribute Rs 4,117 crore and farmers will give Rs 787 crore which means that the biggest impact of the increase will be felt by domestic consumers and farmers.

Janata Dal (United) has also decried the proposed hike in power tariff. JD(U) spokesman Prof K.K. Tripathi has demanded that the proposal should be withdrawn at the earliest and the consumers should not be made to face additional financial burden.

New Delhi : Policenama Online – Lok Sabha Secretary General Snehlata Shrivastava made a faux pas on Monday by calling out the name of Union Minister Dharmendra Pradhan to take oath as a member of the Lower House when he is a Rajya Sabha member.

Shrivastava apologised immediately, and then asked Pralhad Joshi for oath taking.
Pradhan, the Minister of Petroleum and Natural Gas and Steel in the Modi government, is a member of the Upper House. The BJP leader from Odisha did not contest the Lok Sabha elections.

Kolkata : Policenama Online – West Bengal Chief Minister Mamata Banerjee on Monday termed the meeting with the striking junior doctors as “positive and productive” while the doctors said they were looking forward to withdraw the ongoing agitation following discussions with their colleagues at the hospitals.

A 31-member team of junior doctors from all the state-run medical colleges in West Bengal held a meeting with Banerjee and senior state government officials at the secretariat Nabanna on Monday afternoon.

Listening to the demands and grievances of the doctors, Banerjee urged senior police officers present at the meeting to take stringent action against attacks on doctors.
She also asked the officers to appoint nodal officers at the hospitals in the state for the doctors’ security.

Pro-tem Speaker Virendra Kumar said he will get the record verified and take cognizance accordingly.

In the middle of ruckus, the Lok Sabha officials asked Pragya Singh Thakur to include her father’s name in her oath. Pro-tem Speaker Kumar was seen checking files. He also called for the certificate of victory issued by the Election Commission to Pragya Singh Thakur. He was all the while requesting the Opposition members to maintain order in the house so that the oath taking process could be completed.

Finally after two interruptions, Pragya Singh Thakur completed her oath of duty in the third attempt. In the Lok Sabha election, Pragya Singh Thakur was elected to the lower house from Bhopal parliamentary constituency defeating Congress veteran and two-time Madhya Pradesh Chief Minister Digvijaya Singh. She is an accused in Malegaon blast case of Maharashtra in which six people were killed more than 10 years ago.

New Delhi : Policenama Online – Linguistic diversity was witnessed in the Lok Sabha as newly elected members took oath in English as well as different Indian languages, including Sanskrit.

While most MPs chose Hindi, Harsh Vardhan and Meenakshi Lekhi (both MPs from Delhi) as well as first-timer Pratap Chandra Sarangi took the oath in Sanskrit.

Harsimrat Kaur Badal took the oath in Punjabi, Arvind Sawant in Marathi, D.V. Sadanand Gowda in Kannada and Bhartruhari Mahtab in Odia. Udhampur MP Jitendra Singh preferred Dogri.

Prime Minister Narendra Modi, Home Minister Amit Shah, Defence Minister Rajnath Singh, Road Transport and Highways Minister Nitin Gadkari, and Women and Child Development Minister Smriti Irani took the oath in Hindi.

Congress member Kodikunnil Suresh from Kerala surprised everyone by taking the oath in Hindi, triggering thumping of desks by mainly Hindi-speaking members.

The first session of the 17th Lok Sabha began on Monday with pro tem Speaker Virendra Singh administering the oath to members. The oath taking will continue on Tuesday.
