Srinagar, Policenama Online – In a major development in Kashmir, former Chief Minister of Jammu and Kashmir Farooq Abdullah was on Monday detained under the Public Safety Act (PSA).
Not just that, the place where Abdullah senior will be housed has been declared a temporary jail, through an order.

The PSA allows detention of any individual for up to two years without a trial. Ironically, the law was first promulgated during Sheikh Abdullah’s tenure, father of Faoor Abdullah.
Farooq Abdullah, also a sitting Lok Sabha member from Srinagar has been under house arrest since August 5, when the Government of India abrogated Article 370 of the constitution that gave special powers to Kashmir.

Recently, National Conference MPs were allowed to visit Farooq and his son and also another former J&K Chief Minister Omar Abdullah, but with restrictions that they cannot interact with media following the meeting.

It was after Justice Sanjeev Kumar had allowed the petition filed by MPs Justice (retd.) Hasnain Masoodi (Anantnag) and Akbar Lone (Baramulla). The Supreme Court on Monday also issued notice to the Centre, and the J&K administration on detention of the NC chief. The bench was responding to a plea by Rajya Sabha MP and MDMK general secretary Vaiko seeking production of Abdullah senior.

New Delhi, Policenama Online – The announcement of the relaunch of the odd-even scheme in Delhi evoked criticism for Chief Minister Arvind Kejriwal, with the opposition calling it “election stunt” and drama. While the Congress said Kejriwal made the announcement to divert the attention of the people from other pressing problems affecting the people of the national capital, the BJP termed the plan a drama and poll stunt.

Kejriwal announced on September 13 the relaunch of the odd-even scheme in Delhi between November 4 and 15, saying it will be one of the seven measures taken by the government to check air pollution in the city due to crop stubble burning in Haryana and Punjab.
Reacting to the announcement, Union Road Transport Minister Nitin Gadkari said the step was not necessary.”I don’t think it is necessary. We have made a new Ring Road, and with that Delhi’s pollution has come down a lot. And in my estimate in two years…Rs 50,000 crore has been provided by my department, and the Yamuna Clean Water and Clean Air Scheme are going on, and with that, in two years Delhi will be pollution-free.”

BJP Rajya Sabha MP Vijay Goel said people will oppose the scheme. “With just four months to elections, Kejriwal government has now woken up to pollution. It is merely a political stunt. Kejriwal did not do anything to reduce pollution in the last five years and is all of a sudden talking about distributing masks, odd-even scheme etc.” Goel, the former President of Delhi BJP, gave the credit of reduction in pollution to BJP in power in Centre and MCD.

“Whatever pollution levels have reduced in Delhi is the result of efforts of Central Government. It the Central Government which constructed the Eastern-Western Highway which has diverted the route of 60,000 vehicles outside Delhi, Meerut Expressway, Dhaula Kuan loops etc.
“Now the rolling out of BS VI norms in Delhi is also a Central Government scheme. It is the Central Government and MCD which have ordered barricades around construction sites to reduce dust particles, and shifting of brick kilns to greener technology. Altogether, the Kejriwal government has not taken any steps against pollution. Even today Delhi’s pollution problem has not been solved,” Goel said.

He said the “odd-even drama” was first time done in 2016 and only four-wheelers were prohibited.
“Private and government buses, two-wheelers, three-wheelers, vehicles driven by women were permitted to operate. The reports released by the Central government and CPCB at that time had observed that odd-even had zero impact on reducing the pollution levels.”
Goel called it a drama and an election stunt.

“Kejriwal is declaring these schemes out of desperation and despair and is hoping to fool the people of Delhi.” BJP Delhi chief Manoj Tiwari also echoed Goel and gave the credit of reduction in pollution to Prime Minister Narendra Modi. “Implementation of odd-even without any improvement in the public transport system is a punishment for the people,” Tiwari said. Tiwari even wrote to Kejriwal, saying the decision has been taken without proper thought.

“In the interest of the people of Delhi, I urge you to rethink over this decision of implementing odd-even scheme and kindly spare Delhiites unnecessary hassles they would be subjected to with this move,” Tiwari said in his letter dated September 14. Delhi Pradesh Congress Committee Working Committee Presidents Haroon Yusuf and Rajesh Lilothia also attacked the Kejriwal government, saying the decision to implement the odd-even scheme on Delhi roads between November 4 and 15, 2019 was yet another ploy to divert the attention of the people from other pressing problems affecting the people of Delhi.

“Kejriwal thinks that like a magician who waves his magic wand to create illusions, he can remove the pollution and traffic problems in Delhi by bringing back the odd-even scheme, but they were not the answers to the pollution problem in Delhi,” Yusuf said.He said that Kejriwal has been “squandering the tax-payers’ money to put out advertisements in newspapers that pollution levels in the capital have been reduced by 25 per cent, then what was the need for yet another odd-even scheme in Delhi?

“This means that the AAP Government has been wasting the public money for Kejriwal’s personal publicity.”Yusuf also said that Kejriwal had also promised that the PWD roads in Delhi will be cleaned by mechanical sweepers and water will be sprinkled on it, but the people of Delhi are yet to see the roads being swept by mechanical sweepers. “Delhi roads have now become full of potholes and mechanical sweepers will not be effective on such roads.”

Lilothia countered the scheme saying the odd-even scheme will not reduce air pollution much in Delhi “as only 14 per cent contributes to the air pollution from vehicular traffic while 56 per cent pollution comes from dust”.He said the Delhi government has been collecting Rs 700 to Rs 2,500 per vehicle for entering Delhi as anti-pollution fee.

It has collected over Rs 1,500 crore on this account, Lilothia said and asked “what has the Kejriwal government done with that money?”He recalled that when the Congress was in power in Delhi under the leadership of Sheila Dikshit, a campaign “Meri Dilli, Hari Bhari Dilli” was started to improve the green cover in the capital and also to reduce pollution.
“But during the AAP government, the green cover has been drastically reduced as 1,60,000 trees have been cut in the last four and a half years, exposing Delhi to severe air pollution.The pollutions levels can effectively be checked in Delhi only by increasing the green cover and checking the levels of dust pollution,” Lilothia added.

The Aam Aadmi Party, on the other hand, said the odd-even scheme has been announced to make Delhi pollution-free and the BJP should cooperate in this campaign.
Aam Aadmi Party’s national spokesperson Atishi said various types of measures have reduced pollution levels in Delhi by 25 per cent.

“To reduce this pollution further, Delhi government is working with the Central government and Municipal Corporation to form new policies,” she told media.
She urged the BJP to cooperate with the Delhi government in this campaign to save the people of Delhi “because pollution does not see who is the leader of Aam Aadmi Party and who is the leader of BJP. Pollution is harmful to everyone’s health. This is the campaign of the people of Delhi and the people of Delhi want that all the people come together to take whatever possible measures to fight this pollution problem.”

Shahjahanpur (Uttar Pradesh), Policenama Online – The role of the Special Investigation Team, (SIT) set up to probe the charges against Bharatiya Janata Party leader and former Union Minister Swami Chinmayanand, has now come under cloud.

The father of a law student, who accused Chinmayanand of raping her, has alleged that the SIT has leaked footage from the video recording that his daughter gave them.
The law student had, on Saturday, given a pen drive containing 43 videos to the SIT to support her allegations after the sleuths asked her to submit whatever evidence she had against the former Union Minister.

“This is a conspiracy and I will request the Supreme Court to order a probe into this,” he told reporters. “How have the screenshots and videos come on the social media? The screenshots have been posted even on various social media platforms. These were given to the SIT by my daughter. This is a conspiracy,” he said.

Swami Omji, a self-styled god man, who rose to fame after his controversial stint in reality show Bigg Boss, has come out in support of Chinmayanand. “If any false case is registered against Chinmayanand, then crores of Hindus will hit the streets throughout the country and rise in rebellion,” he warned.

“The Uttar Pradesh government must not register any case of rape against Chinmayanand and if it has been lodged, it must be withdrawn,” he said. Omji claimed the girl student had met Congress president Sonia Gandhi and party leaders Rahul Gandhi and Priyanka Gandhi Vadra in Delhi and it was at their behest that a zero FIR was lodged against Chinmayanand.

The SIT, set up on Supreme Court orders, had taken the woman to Chinmayanand’s bedroom on Friday morning and had collected various pieces of evidence. The SIT had quizzed the student’s mother on Saturday and her male friend Sanjay on Sunday.

Lucknow, Policenama Online –The Yogi Adityanath government in Uttar Pradesh is now offering cows for adoption. This is being done to check the growing problem of stray cows. The state government will pay a sum of Rs 30 per day to the person who adopts a cow for maintenance. People living in semi-urban and rural areas can adopt up to four stray cows, bulls and calves.

The scheme called the ‘Nirashrit/Besahara Govansh Sahbhagita Yojana’ was introduced on August 8 for management of stray cattle, but the execution order was issued on September 9. The response has been overwhelming with the Lucknow administration having received 1,500 applications by Wednesday evening.

Chief veterinary officer Tej Singh Yadav said, “We have received 1,500 adoption applications, mostly from farmers and landless daily wage earners. The scheme will add to their income and will help control stray cattle, responsible for damaging crops in villages and causing accidents in city.” Of the 24,940 animals caught so far in Lucknow district, 9,079 have been ear-tagged and are available for adoption.

Over 4,400 are available with Lucknow Municipal Corporation (LMC), followed by 895 in Mohanlalganj, 833 in Maal and 789 in Malihabad blocks in the state. According to LMC director (animal welfare) Arvind Rao, “The process of verification is underway and we will hand over the animals to deserving applicants in 15 days.”

The state veterinary department will also conduct regular inspection of foster homes. “If an animal is sick, the owner will have to inform the department, which will arrange for free treatment. However, in case of death, a postmortem will be done to ascertain the cause and action will be taken if there is a foul play,” he explained.

Officials denied that Rs 30 per day was insufficient to feed a cow and said that non-crop fields on the outskirts of the city would allow foster homes to easily feed the adopted animal. The money can be saved. It will be an additional source of income for the poor families, they said.
The animals are being ear-tagged for easy identification if abandoned after adoption

Shahjahanpur (Uttar Pradesh), Policenama Online – The Chinmayanand case seems to be getting murkier day by day with several video clips related to both the accused former Union Minister and the survivor getting viral, with either claiming victimhood.

The SIT probing the case has got the woman medically examined and her hostel room has been sealed after investigations. So far, no major break through has been made, instead the question that now hangs — what will be the future of the senior BJP leader?

The veracity of the videos still has to be forensically established and then it will depend upon the Court to take the cognizance of the videos into account. Retired senior police official R.K. Chaturvedi said that at present the woman’s case is strong in view of the first video which shows Chinmayanand getting a massage from the woman, but the second video shot in a car in with ‘extortion’-related talks could spell gloom for the accuser, as the woman seen sitting in the car looks much like the law student, — this could go a long way in tipping the balance.

“A criminal case can be filed under Section 383 of IPC in the case against the accused,” Chaturvedi said. “It is important that all the videos be forensically examined. And then the court has to take cognizance of the videos.”

After the reported ‘extortion’ video surfaced, the next course of action by Chinamayanand will be in focus. “In case, Swami Chinmayanand is able to prove that he is impotent then the whole case will turn,” said Chaturvedi.

Former judge of Delhi High Court S.N. Dhingra told IANS: “The videos will anchor the truth in the court only when they are forensically proven. Since the girl is a major, so POCSO act cannot be invoked. And if rape has happened, even that is not going to be very easy to be established as the incident has happened a long time ago.”

The Special Investigation Team of the Uttar Pradesh Police is very cautiously probing the case.
Sources say that the SIT is also probing a third-party angle which may have been instrumental in getting Chinmayanand and the woman to the confrontation stage.

The sources also say that the reported videos may have been shot in and around Shahjahanpur and published in a planned manner.

Mathura, Policenama Online – Prime Minister Narendra Modi launched the ambitious National Animal Disease Control Programme (NADCP) on Wednesday in Uttar Pradesh’s Mathura, among a slew of government schemes for farmers.

With 100 per cent funding from the Centre of Rs 12,652 crore for a period of five years till 2024, NADCP aims at vaccinating over 500 Million livestock including cattle, buffalo, sheep, goats and pigs against foot and mouth disease.

The programme also aims at vaccinating 36 million female bovine calves annually in its fight against Brucellosis disease. The programme has two components – to control the diseases by 2025 and eradication by 2030.

Modi also personally interacted with farmers, veterinary doctors and plastic waste segregators. Taking his pledge to phase out single-use plastic he not only launched a welfare scheme to segregate plastic from waste but also interacted with a number of waste collectors.

He in fact sat down with them to tell them the importance of segregating plastic from waste so that it doesn’t end up in the stomachs of bovines. He inspected a machine facility that will recycle waste. He also interacted with veterinary doctors on how vaccines are administered to cows and what precautions are taken.

This is part of the government’s effort to double farmers’ income. Modi also interacted with select farmers who have been beneficiaries of government schemes. The Prime Minister also launched nationwide workshops in Krishi Vigyan Kendras in all 687 districts of the country with artificial insemination of livestock as one of the goals.

Amaravati, Policenama Online – Former Andhra Pradesh Chief Minister N. Chandrababu Naidu was placed under house arrest by the police on Wednesday to prevent him from leading a protest march by the TDP over alleged attacks on their cadres by the ruling YSRCP leaders.

Police did not allow the Telugu Desam Party (TDP) chief to come out of his house at Undavalli in Amaravati as he was about to leave for Guntur town to lead the ‘Chalo Atamakur’ rally. Tension prevailed around Naidu’s house as TDP leaders coming to meet him were prevented from entering the house. Naidu’s son Nara Lokesh, who came out of the house, took strong exception to the police action. The TDP leader had an argument with the police officials.

Police have clamped prohibitory orders in Palnadu region of Guntur district to prevent any showdown as the YSR Congress Party (YSRCP) too called for a counter protest march. As police did not allowing Naidu to leave his house, he launched a day-long fast at his home. During a teleconference with party leaders, Naidu asked them to protest wherever they were stopped by the administration.

TDP leaders and workers heading to Naidu’s house and also to Guntur were stopped at different points and arrested by the police. Tension prevailed in Guntur town as additional police forces were deployed to foil TDP’s march planned to begin from the camp set up by the party for victims of violence by the ruling party leaders.

Senior police officials till late Tuesday night tried to persuade the inmates of the camp to return to their villages and assured them of security. However, only few villagers agreed to leave the camp.
TDP alleged that the police is not allowing them to serve food to 150 families sheltered at the camp to force them to leave the camp.

Director General of Police Gautam Sawang had on Tuesday said there was no permission for meetings, processions, rallies or protests in Palnadu region as Section 144 of Criminal Procedure Code (CrPC) and Section 30 of Police Act were in force.

However, TDP had announced that it will go ahead with ‘Chalo Atmakur’. TDP has alleged that its eight workers were killed in the attacks by YSRCP leaders, most of them in Palnadu region. It claimed that 500 TDP activists and sympathisers were attacked since the announcement of election results in May.
The ruling YSRCP on Tuesday announced that it will also conduct ‘Chalo Atmakur’ with victims of the attacks by TDP leaders during last five years. Its leaders alleged that Naidu is resorting to cheap gimmicks. Home Minister Sucharita dubbed those at TDP camp in Guntur as “paid artists”.

Chennai, Policenama Online –  Amid the economic slowdown plunging August sales of automobiles to the lowest since 1997-98 indicating further worsening of demand and investment, Finance Minister Nirmala Sitharaman will elaborate on the decisions and initiatives taken by the Modi2.0 government in last 100 days.

She will address media on “Furthering Development — 100 days of bold initiatives, decisive actions of the government”. The Q1 GDP growth has fallen to 5 per cent, slowest in six years. Growth is down compared to the 5.8 per cent recorded in Q4 FY19 and the 8 per cent that the Indian economy hit one year ago in Q1 FY19.

On Monday, Industry body SIAM figures revealed that monthly passenger vehicle and car sales recorded their steepest fall ever in August, highlighting the continued slowdown in the sector amid assurances by the government for revival.

Continued selling of domestic equities by foreign investors remain a drag on the rupee though on
Monday, the Indian currency strengthened to as much as 71.50 against the US dollar (USD), but later pared gains to end marginally higher. Opening at 71.67 a dollar, the rupee traded in the range of 71.50 to 71 .73 against the US dollar, as compared to its previous close of 71.72.

Forex traders will be looking ahead to ECB’s rate decision on Thursday and US Federal Reserve rate decision is also due next Wednesday. Financial markets will remain closed on Tuesday for Muharram. FIIs remained net sellers in the capital market, pulling out Rs 188.08 crore on Monday, according to provisional exchange data. Sitharaman also said the government will unveil measures to revive economic growth that has slowed to a six-year low. Last month, she announced a partial rollback of the enhanced surcharge on foreign portfolio investors (FPI) levied in the Budget. The other measures included ICE (internal combustion engine) vehicles will coexist with EVs (electric vehicles) and that there is no phasing out of ICE vehicles — a fear expressed in certain quarters of the auto industry.

The government also announced mega consolidation in banking sector reducing 10 PSU banks into 4 and also infusing Rs 55,250 crore capital in many of them to enforce regulatory norm adherence.

Patna, Policenama Online – The Janata Dal-United (JD-U) may be creating new slogans for the next year’s Bihar Assembly elections, with all its focus on Chief Minister Nitish Kumar, but its ally BJP has advised the JD-U leader to leave the CM’s chair and enter the national political arena, focus on Centre.

Senior BJP leader and former Union Minister Sanjay Paswan said on Monday that Nitish Kumar has held the post of Chief Minister for a long time. “Even as his tenure witnessed lots of development in Bihar and also improved the law and order situation, he should now vacate the chair for a ‘second-line leader’ of BJP or JD-U and take an active role in the Centre’s politics”, he said here.
“Nitish Kumar is a tall leader… but the people of Bihar now want to see change. Therefore, I believe he should head to central politics and take charge of as a Minister of an important department,” Paswan added.

Paswan’s statement has not gone down well with the JD-U. Senior party leader and Bihar Minister Shyam Rajak said the national leaders of the Bharatiya Janata Party (BJP) have said on many occasions that Nitish Kumar will be the face of the National Democratic Alliance (NDA) in the next year’s assembly elections.

“Hence, there is no justification for such statements,” he said. JD-U spokesperson Nikhil Mandal has said Nitish Kumar would be the party’s chief ministerial candidate for the next election.
“Nitish Kumar has got the blessings of the entire state,” he said.
