Lucknow, April 22 (UNI) Yogi Adityanath | Uttar Pradesh Chief Minister Yogi Adityanath on Saturday said that while selecting a candidate for a government job along with brilliance and sharp-mindedness, his or her ability to work, leadership quality, decision making power and sensitivity should also be looked into because a sensitive administration can become the symbol of public trust.

While addressing the 24th national convention of Chairpersons of State Public Service Commissions here, Yogi sad, “It is good that a candidate who is being selected in brilliant and sharp-minded, but the time has come when ability to work, leadership quality, decision making ability and sensitivity to common public should also be looked into. Because only sensitive administration can become the symbol of public trust.”
He said that in democracy the public cannot be neglected, a common man cannot be ignored.
“Efforts should be made that the administration has maximum sensitivity towards the public and poor. A person must get justice and benefit of the government schemes without asking his or her name, caste or religion at all cost,” he said.
The CM said, “We cannot discriminate. If the government follows these principles it will become a symbol of public trust. You can see it in UP. There is so much peace and no mismanagement. It’s Eid today but the prayers are not being offered on the road and there is no obstruction in movement of traffic because everyone knows that rule of law is equal for all and there is no discrimination towards anyone and this happens only where there is sensitive and accountable administration.”

Referring to a result announced by the UPPSC, he said that 8 out of top 10 merit holders were girls. “30 per cent girls qualified the examination and there was representation from 67 out of 75 districts in the state. What will be bigger social justice than this? We are taking forward the selection process without any discrimination and this is ‘Sabka Saath, Sabka Vikas, Sabka Vishwas and Sabka Prayas’,” he said.
Yogi said that today the office of UPPSC in Prayagraj is no longer gheraoed. “Before 2017 the picture was horrifying as the youths were on the street and they were committing suicide because they were not being selected despite being qualified. Today the situation has changed and there is trust among the youths,” he said.
He said that the UPSC and state service commissions have a big responsibility of giving a new flight to the aspirations of the youth. “This will be in the interest of the country and the youth power. We have to move forward with fresh preparations,” he said.
The CM said that no society or nation could progress by neglecting the capacity, ability and talents of its youth. “It can never present an ideal for the society and the country. The Union Public Service Commission and commissions of the state have a major role from this point of view,” he said.

He said that UP, which is the most populous state in the country, is a symbol of cultural heritage and was also the laboratory of the functioning of the administration. “UP has been representing the spiritual and cultural space since ancient times. It is the birth place of Lord Ram and Lord Krishna, it has the abode of Baba Vishwanath, it has Ganga and Yamuna, two of the seven holy rivers and it also has Sangam,” he said.
Yogi said that UP has the most fertile land in the country, and therefore a major part of the population has been seeking its livelihood in agriculture and allied sectors. “The state played a major role in the freedom movement and has given the maximum number of Prime Ministers. Fortunately Prime Minister Narendra Modi represents Varanasi. UP is the land of immense opportunities,” he said.
He said, “Like a human life UP had to go through both good and bad phases. A period of political transition came when UP had to hide and save its identity. This is the same state which was known for its festivals. It gave festivals to the country and the world. It taught the country how to celebrate Diwali and Holi.”
The CM said, “During political transition a time came when the state was so badly caught in the clutches of mafia that it felt that now UP has no future. But nine years ago when the reins of the country came in the hands of PM Modi people saw the changes with hopes and aspirations.”
He said that at that time pangs of changes were also felt by the people of UP. “They associated themselves with those changes and after that the changes which came in the state are in front of everyone,” he said.
Yogi said that when Bharatiya Janata Party (BJP) came to power in the state in 2017 there was not a single recruitment process where plethora of irregularities, court stays and serious comments did not exist. “The population of the state was 22 crore at that time and 1.5 lakh posts were vacant in the police department. When I inquired why so many posts were lying vacant, I was told that there is a stay by the Supreme Court,” he said.

He said, “The SC stayed the process as it was not transparent. There was nepotism and casteism. People were misleading society by wearing masks of social justice. There was discrimination in recruitment. If this was not an injustice to merit and talent, then what was it? What was the option before the court without interfering? When the process was taken forward in a transparent manner 1.64 lakh people were recruited in the police. The process was completed in a completely transparent manner.”
