Controversial Contract Recruitment in Maharashtra: Fadnavis Holds Previous Governments Accountable

Mumbai, October 20  Policenama online – Maharashtra’s Home Minister and Deputy Chief Minister, Devendra Fadnavis, addressed the media and took a stand on the contentious matter of contract recruitment in the state. Fadnavis asserted that the responsibility for the controversial “Contract Bharti” practice primarily rested with the former governments of the Congress-Nationalist Congress Party (NCP) era. He declared the cancellation of the Government Resolution (GR) pertaining to contract recruitment. (Devendra Fadnavis)

During the press conference, Devendra Fadnavis provided a historical perspective on the initiation of contractual recruitment in Maharashtra. He also criticized four former chief ministers for their involvement in the process.

Sushil Kumar Shinde: Fadnavis traced the beginnings of contract recruitment back to 2003, pointing out that this practice drew considerable attention and criticism in Maharashtra. While he did not explicitly name any Chief Minister, it’s worth noting that Sushilkumar Shinde, a Congress leader, was in office during this period.

Ashok Chavan: Fadnavis directed criticism at former Chief Minister Ashok Chavan, highlighting that contractual recruitment was carried out in 2010 during Chavan’s tenure. This process encompassed the appointment of vehicle drivers, clerks, operators, and mobile teachers. The GR concerning teacher contract recruitment was also issued at this time.

Prithviraj Chavan: In January 2011, with Prithviraj Chavan as Chief Minister, a GR was released for filling various positions, such as MCA and Data Entry Operators, on a contract basis. A similar GR was issued in 2014, continuing the contract recruitment pattern.

Uddhav Thackeray: Devendra Fadnavis also criticized the former Chief Minister, Uddhav Thackeray, who assumed office on September 1, 2021. He mentioned that the government had approved contract recruitment for the year 2022. The appointment of an agency for filling Group B and Group C positions from an external system was discussed. This agency was set to operate for 15 years, and the contract was initially awarded at a higher rate. However, Fadnavis pointed out that the rate had been reduced by 25 percent, leading to protests. He questioned why the current government should bear the burden of previous actions and called on the Congress-NCP to apologize.

Additionally, Fadnavis addressed contract recruitment in the police force, responding to comments made by Sharad Pawar. He noted that there had been no police recruitment in Mumbai for three years during the Thackeray government’s tenure. Devendra Fadnavis emphasized that they had recruited 7,000 policemen in Mumbai and clarified that the Maharashtra State Security Corporation would employ 3,000 policemen until their training was complete, with the Mumbai police establishment covering their salaries.

Devendra Fadnavis assured that his government had no involvement in the contract system, and they had canceled the facility management GR and the recruitment process that was to be carried out by nine companies.
